In a sterile office, a drab civil servant devotes his life to rejecting applications, fearing the day when someone will arrive with all their paperwork in order and force him to stamp it with the dreaded green seal. A fierce satire on contemporary administrative absurdity which, with an economy of narrative and means, manages to construct a universal portrait of the fear of change.
